A police officer should only ever use a blow, if the suspect is ACTIVELY resisting. Otherwise, the officer has several OTHER compliance options at his disposal. Once a subject is in handcuffs, the first option should always be control holds and, if necessary, pepper spray. If further non-compliance is encountered, the taser’s contact probes will motivate the subject to stop fighting. An officer should NOT lose his temper and resort to punitive measures. He’s supposed to be a professional.
